Can Filipinos Work in Singapore?
Singapore and the Philippines have extremely close bilateral relations, and the economic partnership is steadily growing. There are an estimated 200,000 Filipinos who work in Singapore, actively contributing to the development of both countries. Approximately 60% of the Filipino community are professionals and skilled workers, while the rest are typically employed as domestic help.¹
Types of Singapore Work Visas for Filipinos
Singapore has extremely strict rules, and working without a valid visa is not tolerated. Here are a few visas that you’ll need in order to work in Singapore for Filipinos.
Employment Pass
The Employment Pass, or EP, is designed for professionals, managers, and executives. To apply for one, you’ll need a job offer from a Singapore-registered company, relevant qualifications, and a fixed monthly salary of at least SGD 5,000. The salary requirement progressively increases with age, and goes up to $10,500 for those in the mid-40s.
Fixed monthly salary comparable to the top one-third of local PMET salaries, starting from $5,000 and increasing with age, up to $10,500 for those in the mid-40s. Candidates in the financial sector are also subject to higher salary requirements.²
The employing company will typically apply for this pass on the employee’s behalf, and approval must be granted from the Ministry of Manpower. The EP is valid for two years and is renewable, and holders can bring dependents if they meet the income requirements. This type of pass is the most favourable and offers a pathway to permanent residency, making it popular with skilled Filipino professionals.
S Pass
The S Pass is designed for mid-skilled foreign workers in roles such as technicians and hospitality staff. To qualify, you’ll need a job offer from a Singapore-registered company with a monthly salary of at least SGD 3,150. On 1 September 2025, the monthly salary requirement will be changed to $3,300, increasing progressively to up to $4,800 at age 45 and above.³
In the financial services sector, the salary requirement is $3,800, increasing to $5,650 at age 45 and above. You’ll also need to show relevant qualifications like a diploma or vocational certificate. The employer will typically apply for this pass, and holders who have a fixed monthly salary of at least $6,000 are eligible for a Dependant’s Pass for their spouse and children.
Work Permit
The Work Permit is a lower-tier pass meant for semi-skilled or unskilled workers in sectors such as construction, domestic help, manufacturing, and certain service industries. There is no minimum salary requirement, but workers need a valid job offer and be between 18 and 61 years old.⁴
Employers or employment agents will handle the application process and are responsible for housing, medical care, and insurance. Work Permits are valid for up to two years and are tied to the employer. Many Filipinos, especially domestic helpers, enter and work in Singapore with this pass due to the high demand for such roles.
Requirements to Work in Singapore for Filipinos
Here are some other requirements for Filipinos who want to work in Singapore based on the Ministry of Manpower (MOM) guidelines.
Valid Job Offer - Must have a confirmed job offer from a Singapore-based employer. The contract should state job title, duties, salary, working hours, and benefits.
Work Pass Approval - Employers have to apply for the relevant work pass, and approval must be granted by MOM before travel.
Passport Validity - At least six months
Educational Certifications - Each type of work pass requires specific certifications, like degrees for the EP and diplomas for the S Pass.
Medical Examination - Pre-employment medical checks are often required by the employer and MOM.
